Rwanda : Executive Secretaries to carry out some court duties – Local Gov
The minister of local government, James Musoni is calling on the Executive Secretaries in cells to always do the judging of crimes without any fear since there is a program that has been put that protects them from people that might come following them after the judgments is done by them.
The minister said this after these Executives in the cells were given the duty of carrying out court rulings even when they do not have any profession in this field, and yet they face problems of being followed after the rulings are made by the people how have lost.
The minister also added on that this can not be possible for these people to get threats from the people after making the rulings in a right way, since they are doing this job for the government.
Musoni said that after court bailiffs making the rulings in the rightful way as the law of the country stipulates it and the people who lost have to follow them, here it’s the government that will have to come into this issue, since these Executives were just doing their job in a right way.
He added on that however, there are some of the Executive Secretaries who take bribe from the people, and then make their rulings in a very different way.
The Executive Secretary of Rwezamenyo sector, who represented the Executives of the sectors in the country said, there are so many Executives in the country that do take bribe from the community.
He added on that there are those that see a crime that has come and start thinking of money, and when they get say Rwf 3m they do the ruling in far of the person that would have lost, yet there is a system that was put so as these ruling would be done and end in good and proper way without any fightings.
The Executive Secretaries in the cells said that since there is a programme of them getting protection by the government, this will help in this struggle that has been prevailing in the crimes ruling these people participate in and pass on judgment.
